Estonian authorities award €44M in grants for three projects

The Estonian government has awarded €44M in grants to support three projects.

Founded in 2024, BHG-Estonia, which received a €20M subsidy, plans to build a large complex for the production of green hydrogen and ammonia in Sillamäe. BHG-Estonia is engaged in gas production, and its owner and sole board member is Kaspars Avots.  

Derivaat NG3 Power, which received €11M from the Estonian government, plans to build a 99 MW gas-fired power plant in Paldiski to produce cheaper electricity for its green ammonia plant and meet the demand for the fuel of the future in shipping. The company was founded in July 2025.

Horizon Pulp & Paper received €12.92M, which will be used to create a new production unit. It will be engaged in the production of kraft paper using innovative technologies.

The Estonian government's investment support program, with a total budget of €160M, will run from 2025 to 2028. One of the program's requirements is the creation of at least 30 new jobs with salaries at or above the industry average.
