Contribution of Estonian e-residents to the state budget doubled
In the first six months of 2025, e-residents and the companies they established contributed €68M to the Estonian state budget. This is twice as much as in the same period in 2024.
A total of 7,994 applications for e-resident digital ID cards were received in the first half of the year, which is 23% more than in the same period last year. From January to July, e-residents established 2,634 new companies, which is 8% more than a year earlier.
At the same time, labor tax deductions increased from €22M to €26M on an annualized basis. The share of companies employing between 2 and 10 people increased from 25% to 40%.
E-residents also spend more than €15M a year on services for local businesses in Estonia, which is 36% more than in 2023.
According to Liina Vahtras, head of the e-residency program, the first half of the year was more successful than expected. She said that 2025 was a record year for us in terms of both economic impact and the number of new applications and companies created.
The program was launched by the Estonian Government in 2014 under the leadership of the former CIO for Estonia Taavi Kotka. The program aimed to provide foreign entrepreneurs, digital nomads, and freelancers with access to Estonian digital business services. In 2023, Liina Vahtras became the head of the program.
